at Atlantan Jeff: you need like 10,000 demonstrators at the hill in DC or at the front gates of these federal agencies to get them to revisit their conclusive decisions and actions, otherwise they wont budge an inch, they already operate under the mission statement of BUREAU CRAZY and the authority vested from congress, so only a small revolution will get them to pen a bill in congress to mandate the replacement of this infrastructure at the expense of the utilities’ fat treasuries and not the taxpayers
