rather than come out and admit to a gross error in judgement?  that is how conspiracies work, they are not this mysterious comic book crime superhero stuff, people like that cover up for other groups, either because they were getting paid or fear for their jobs, they lie, they misdirect, they redirect, they stall, they delay and drop the ball, they pass the word to other colleagues to blacklist anyone pushing their buttons.  That is how racketeering and conspiracies work, both are federal crimes that are largely ignored.
